To qualify under the Quebec Investor Program, you must:
Have a legally acquired net worth of at least CAD $2 million
(Including property, business assets, savings, or investments)
Possess a minimum of 2 years of relevant management experience in the past 5 years
(Experience in legal businesses, government, or international organizations is accepted)
Make a passive investment of CAD $1.2 million
(In a government-guaranteed investment program for 5 years; no interest is paid)
Intend to live and settle in the province of Quebec
After the 5-year term, the full investment amount is returned without interest.
No language requirements
No obligation to actively manage a business in Canada
Permanent residency for the investor and immediate family (spouse and dependent children)
This program is designed for skilled foreign workers who have the education, training, and experience to integrate into Quebec’s workforce and society.
Applicants are selected based on a points-based system, considering factors such as:
Education and area of training
Work experience
Age
Language proficiency in French and/or English
Job offer from a Quebec employer (optional but beneficial)
Spouse’s qualifications
Number of dependent children
Financial self-sufficiency
Applicants who meet the cutoff score receive a CSQ, after which they may apply for permanent residency through the federal government.

For QSWP:
