Apply directly to the province or territory under a non-Express Entry stream
Meet that province’s eligibility criteria
If nominated, submit a paper application for permanent residence to IRCC (Immigration, Refugees and Citizenship Canada)

Police Clearance Certificate
Note: This process typically has longer processing times
You can apply in two ways:
Option A:
Apply to a province/territory’s Express Entry stream
If nominated, create (or update) your Express Entry profile
Accept the nomination electronically through your profile
Option B:
Create an Express Entry profile and select the provinces/territories you’re interested in
If a province sends a Notification of Interest (NOI), contact them directly and apply to their Express Entry stream
Upon receiving a nomination, accept it through your online profile
In both Express Entry options, you must:
Meet the province’s criteria
Meet Express Entry eligibility, which includes one of the federal immigration programs (FSWP, FSTP, or CEC)
Submit an electronic application to IRCC if invited
